Jan Jones Blackhurst

Jan Jones Blackhurst is a long-time political and business leader who spent most of the 1990s as the first woman mayor of Las Vegas – one of the most popular mayors in the city’s history.
She then joined Caesars Entertainment, where she and her teams developed the industry’s first Responsible Gaming practices, advancing environmental stewardship and advocating for important social issues.

Jan speaks extensively at many universities and helped establish the International Gaming Institution Center of Excellence at the University of Nevada Las Vegas.
After leading Corporate Social Responsibility and Public Policy at Caesars for two decades, she joined the Company’s Board of Directors in 2019 where she chairs the Corporate Social Responsibility Committee.

She also became Chief Executive in Residence at the UNLV International Gaming Institute, where she was a popular faculty member and key player in the “Expanding the Leaderverse” initiative.
She became Executive Director, UNLV Black Fire Leadership Initiative January 2021. In May 2022, Jan was appointed to the Board of Directors of Esports Entertainment Group, a full stack esports and online gaming company.

Committed to education, Jan serves as Chairwoman for the Public Education Foundation; she has earned numerous awards and accolades while serving on several boards, including the Las Vegas Stadium Authority, Vegas Chamber,
Gaming and Hospitality Acquisition Corp. and the Nevada Resort Association. In 2014, she was one of the first women to be inducted into the American Gaming Association (AGA) Gaming Hall of Fame.

Jones Blackhurst holds a bachelor's degree in English from Stanford University.



Becky Harris

In this capacity, Harris works with regulators, operators, academics, and other stakeholders on a host of gaming and leadership related issues and projects. Harris continues to be actively involved in gaming issues around the world and is a highly sought-after speaker.

Harris finished her term as Chairwoman of Nevada Gaming Control Board in 2019 and was the first woman to hold the position. As Chief Regulator she led the world’s most highly regarded gaming regulatory body and served as an ambassador to other gaming regulators from around the world.
During her tenure, she helped guide the Board through several controversial matters including sexual harassment issues, challenges involving the legalization of recreational cannabis and its relationship to gaming regulation, the repeal of PASPA, the emergence of sports betting across the United States, and various Wire Act issues.
Harris created Winning With Words (W3), a peer-to-peer (P2P) competitive game of skill. W3 was launched in December of 2019 and is offered on a P2P skill-based game platform for fun or for monetary prize pools. Having developed and launched a skill-based game, Harris understands the complexities of skill-based gaming.

While at UNLV’s International Center for Gaming Regulation (ICGR), as an academic fellow with an emphasis in the study of sports betting, Harris collaborated with stakeholders on behalf of the ICGR to finalize the formation, launch, and first convening of the U.S. Sports Betting Forum, an outlet designed to provide a neutral forum in which stakeholders can assemble to discuss policy and regulatory issues
relating to legal sports wagering.

Harris was elected to the Nevada State Senate in 2014, representing Nevada’s Ninth District. She served for two legislative sessions and two special sessions. Her experience includes serving as chair of the Senate Education Committee, as well as a member of the Senate Judiciary, Finance, Education, and Commerce, Labor & Energy Committees. An active member of the National Council of Legislators from
Gaming States (NCGLS), an association of lawmakers from across the country in states with legalized gambling, Harris chaired the Responsible Gaming Committee and served as Treasurer. Harris also served as Nevada’s State Director for Women in Government and is a Henry Toll Fellow.

Harris holds a bachelor’s degree from Brigham Young University (BYU), as well as a Juris Doctor from J. Reuben Clark Law School at BYU. Harris also holds a master’s degree from UNLV and obtained a Master of Laws (LL.M.) in Gaming Law and Regulation from the William S. Boyd School of Law at UNLV. Harris is
licensed to practice law in the states of Nevada, Tennessee, and Virginia.
